The campus agreement includes upgrade licenses for Windows 10 Enterprise, which you can install e.g. at TUK via network boot (PXE) using WDS. For other installation methods, an installation file can be obtained through the service portal.
In terms of licensing law, a so-called base license must be assigned (not installed) to the device on which, for example, a Windows 10 Enterprise is to be installed. You can order this directly when ordering the device via master agreement (e.g. RedNet). If you order outside the master agreement or without a base license, you can purchase it from Asknet (rhrk.asknet.de, article 387920, Windows 10 Home System Builder).
You or your department's head must be able to verify your base license at any time, so keep the invoice and keep a central note of when you assigned this license to which device.
